Problems, then Solutions
When making proposals, we're usually biased towards our own solutions.
We describe these solutions in as much detail as we can, each aspect furthering our argument for adoption.
But there are an infinite number of viable solutions to any one problem, and an infinite number of factors determining their quality. And problems change over time, the optimal solutions changing with them.
Therefore, it’s best to propose an understanding of the problem first, then a number of solutions that can solve it, both today and tomorrow as the problem evolves.
